Buffalo man pays for unemployment

Synopsis: Dude on unemployment (formerly a racetrack announcer) trying to drum up a job as a radio sports broadcaster purchases some air-time to showcase his talents. NY Labor Dept hears it, declares that stunt qualifies as work, strips his benefits and demands he pay back what he already got.

Now I understand there needs to be rules to curb abuse of this system, but this is just asinine. This wasn't somebody just trying to waste time or waste his unemployment money... he was trying to get attention to get a job. Its an unusual job, so he resorted to unusual lengths to get attention, but it sounds like a perfectly legitimate tactic to take given his situation and talents. I thought the point of this system was to help a guy out when he is legitmately trying to get a job.
