California moves to ban unsolicited e-mail | CNET News.com: "Gov. Gray Davis of California signed a bill Tuesday that outlaws sending most commercial e-mail to or from the state that the recipient did not explicitly request."

When I lived in CA, I got about 50 spam messages a day. None of them would have been stopped by this law because they all came out of Korea, and were written in Korea (which always baffled me: I presume they had taken my email address off an English speaking website; why would they assume I could even read their garbage?). The State of CA will never be able to collect $1,000,000 from a Korean company.
