And when you try to, you only reward those who have natural platforms for their "speaking ability, organizational skills or television appeal", like Incumbency.

While I don't agree with Broder's underlying premise that money in politics is evil or dangerous, I think he does an excellent job highlighting the ridiculous and futile efforts of keeping money out of elections.
