Clark offers "right of first refusal" to Europe?

Volokh examines what Clark might have meant when he said: "And I would say to the Europeans, I pledge to you as the American president that we'll consult with you first. You get the right of first refusal on the security concerns that we have. We'll bring you in."

Apparently it doesn't mean what he thinks it means. I guess the implication that I get from the statement is that he would want to consult with the Europeans before doing anything rash. And if you read the rest of the statement (through the Drezner link) he appears to want something in return for such consultation. I am not willing to go as far as Sullivan, condemning this as recklessly giving our foriegn policy autonomy to Europe. But it sure sounds like something close to that. He should really clarify and gets his terms straight.
